Board Meeting Summary – February 2017
Chair’s Report
Andrew Moss reported on the meeting with the Minister for Sport, which had included discussion on the Alliance’s new strategy but had mainly focused on the issues around safeguarding which was high on the Minister’s and public agenda.
The Chair and Chief Executive had also met with the Trustees of the Join In Trust and discussed the programme moving forward and the work the Alliance was doing with its consortium partners.
CEO Report
Emma Boggis presented her paper which provided a report on the Alliance’s work since the previous Board meeting which included a report on the third quarter of the Operational Plan.
EB reported that she had attended a roundtable meeting with the Home Secretary and Culture Secretary and stakeholders to discuss the issues around safeguarding. Sport England (SE) was producing a report Safeguarding in Sport – gaps and solutions and the Alliance would contribute to that report. A follow up roundtable meeting was expected to be held once the SE report had been provided to Ministers.
Reconomics Plus
The launch of Reconomics Plus took place on 3 February at Macclesfield Town Hall, hosted by David Rutley MP. The Board were briefed by James Allen and Robert Gill on the content of the report and the plan for how the Alliance would use it to help shape the policy landscape. Strategic Planning 2017 - 2021
The Board received the final draft strategy which had been amended following the discussions at the December Board. The Chief Executive was confident the objectives reflected what the Board had discussed although it was inevitable that they would change in order to respond to challenges during the lifespan of the document.
Membership
The Games and Sports Divisional meeting held on 24 January received the presentation from SE and the CPSU on safeguarding and from Lee Mason as the CEO of CSP Network. The results of the Divisional Elections saw Janie Frampton, Sports Officials, the new Chair and James Hope-Gill, England Skateboard, the Deputy Chair.
MSSD met on 1 February and held a discussion on NGB funding. Other issues included secondary ticketing and corporation tax. The Divisional elections would take place at their next meeting in May.
The Movement and Dance Division saw Tracy Levy being re-elected as Chair for the next two years. Annette Hufton would be the Deputy Chair. They also received a presentation from the CSP Network and from haysmacintyre on the possibility of VAT on the income of teachers of dance.
Financial Report
The Board approved the management accounts and commentary as recommended by the Finance Committee. It was noted that the reforecast for the year continues to predict finishing close to the budget deficit of £67k.
The Board agreed the recommended increases to subscription levels across all categories of membership for the year 2017/18.
The Board received and approved revised terms of reference for the Finance and Audit Committee.
The Chief Executive reported on a recent meeting held with Sport England and LPFA representatives at the end of January 2017 regarding the Alliance’s current pension position. This would be discussed further at the April Board meeting.
Business Development
The Board received and noted the draft minutes of the Commercial Committee meeting held on 26 January 2017. EB reported that there had been a discussion at the meeting on areas of potential growth and the recent appointment of a new Business Development Manager would allow for work to start on developing a commercial strategy to support the organisational strategy.

The next meeting was confirmed as Tuesday 11 April 2017 at 10.30 am.
