If you have a 2012/13 tax return to complete by the 31 January deadline and you're doing it online, you must register with HMRC by 21 January.
This is because you need to wait until you receive an Activation PIN in the post which you must use to file your tax returns online.
Failing to complete your tax return by the 31 January deadline will incur a £100 penalty.
