About The Role

We are recruiting for this exciting role in the People team at the ECB where you will be responsible for delivering a proactive, accurate delivery service through the employment life cycle. This role will be responsible for the systems, people analytics and administrative processes that underpin the People Team.  Key areas of focus will be streamlining processes, using technology to improve efficiencies and ensuring our people data is managed with accuracy and integrity and that all compliance requirements are met.

YOU’LL BE DOING

  • Overseeing and managing monthly payrolls ensuring that any changes are processed and that the appropriate checks are in place. In addition, lead  the annual salary review and bonus processes, identifying process and system improvement to ensure  efficiencies across the team and business. 
  • Ensuring the delivery of the administrative support that underpins the employment lifecycle within the ECB including all offer letters, contracts, consultancy agreements and any other associated paperwork including board and committee paperwork. 
  • Managing the HRIS, and other systems and third-party suppliers ensuring optimum efficiency, data integrity, compliance, security and streamlined processes.  
  • Lead projects to implement new HR technology to enhance existing systems and processes. 
  • Partner with other People Team members to assess and improve current HR operational processes.  
  • Ensure compliance with UK employment legislation and industry standards; updating processes, procedures and policies as required. 
  • Managing right to work and visa processes, including verifying documents, managing application processes and maintaining accurate records. 
  • Oversee IR35 compliance, managing determinations and advising on best practice to mitigate risk. 
  • Leading on the management and administration of employee benefits including healthcare and pension 
  • Issuing reports, analysis and modelling as required to the HRD, CFO and other business leaders  Reviewing need and value of producing other meaningful workforce analytics as appropriate. 
  • Project managing the annual gender and other pay gap reporting processes. 
  • Anticipating, reviewing and presenting information and legislation changes which impact employees and processes e.g. IR35 and budget changes. to the HRD including an evaluation of the potential impact for the business,. Subsequent implementation into policy/process.    
  • Managing a Payroll Adviser, overseeing their workload and development and aligning their work priorities with the team and business objectives
  • Project work aligned with specific People Team objectives, anticipating and identifying obstacles and finding solutions.
  • Dealing with sensitive, confidential matters in an appropriate way.  

YOU’LL HAVE

  • A CIPD qualification (or equivalent) and extensive HR experience gained in complex organisations with multiple stakeholders. 
  • Previous experience delivering monthly payroll in addition to other annual, reward related processes. 
  • Proven experience of working to multiple and changing deadlines. 
  • Excellent understanding of UK employment law, IR35 regulations, data protection, pensions and UK immigration law and compliance. 
  • A proven track record of leading and delivering HRIS and Payroll systems project(s) on time and on budget, with the ability to create and manage project timelines, communications plan, training and roll out plans, milestones, deliverables and project status reports. 
  • In-depth knowledge of HR systems, ideally project-managing to a new system, and experience of implementing and developing technical solutions. 
  • Proficiency in analysing and reporting data via Excel and Smartsheet and proven ability to see the bigger picture with a keen eye for detail. 
  • The ability to apply judgement, creativity, and flexibility to generate new and innovative ideas. 
  • Expert knowledge of current trends in HR, and evidence of continuing professional development. 
  • Experience of managing people and can inspire, develop and motivate.
