About Us

The Football Delivery Officer (Clubs & Leagues) is responsible for strengthening the sustainability, development and long term success of clubs and leagues across Cornwall. Aligned to our strategic aim of creating sustainable pathways for individuals, communities and the county, the role leads the delivery of the FA's Thriving Community Clubs programme, providing structured support, guidance and intervention to help clubs grow on and off the pitch. The postholder will manage key relationships with clubs, leagues, consultants and internal teams, ensuring high quality development planning, effective league operations and strong alignment with national FA initiatives. They will coordinate club support workshops, accreditation processes, mentoring activity and monthly programme meetings, while contributing to wider areas such as disability football, volunteer development, recreational provision and facility alignment. This role plays a central part in retaining players, improving club environments and ensuring that football in Cornwall remains accessible, inclusive and well supported.

About The Role

KEY RESPONSIBILITIES:

  • Lead on the FA's Thriving Community Clubs programme.
  • Manage relationships with clubs, aligning regular support and intervention, onboarding new clubs, coordinating club support workshops.
  • Work with the FA & Club Consultants to support Thriving Community Clubs. Roll out other FA club initiatives alongside the programme.
  • Manage finance and budgets for the Thriving Community Club Delivery, Community and Disability Fund and Club Consultant costs.
  • Coordinate monthly Thriving Community Club meetings for the wider staffing team.
  • Coordinate FA Club Consultant mentoring for staff members.
  • Lead on England Football Accreditation and Accreditation renewals working with the Football Delivery Administrator.
  • Lead on all league development including supporting our leagues with creating development plans, working with league committees to develop their provision and attending AGMs to ensure collaboration between the CFA and our leagues.
  • Work with the Football Development Administrator to organize meetings, agendas and club communication for the Thriving Community Club Programme.
  • Work with the Coach and Player Development Officer to align coach development support to our Thriving Community Clubs.
  • Attend regional and national club development meetings and events.
  • Work closely with the Community Engagement Officer to support with the local disability plan, volunteer development and alignment on recreational provision.
  • Work with the Facilities and Finance Manager to align facility development support to our Thriving Community Clubs.
  • Undertake safeguarding compliance visits in support of the County FA.
  • Risk assess all events and activities where the County FA directly employ or deploy under-18 referees, coaches and volunteers.
  • Support messaging so that under-18s in youth and open-age adult County FA-led football know how to report any concerns about their wellbeing.
  • Liaise with the DSO and follow through on opportunities to listen to and consult with under-18s on their experience of playing, learning and volunteering.
